DOES THE CANCELLATION OF SOUTH STREAM SIGNAL A FUNDAMENTAL REORIENTATION OF RUSSIAN GAS EXPORT POLICY?

ABSTRACT. Russian gas export policy has changed fundamentally. In Asia, Gazprom is now focusing on pipelines to China, rather than LNG exports to a wider range of countries. In Europe, the strategy of delivering gas to end-users has been abandoned. The South Stream pipeline across the Black Sea to Bulgaria was replaced by Turkish Stream. This has resulted in a much more logical Russian gas export strategy but doubts whether Gazprom can simultaneously finance three very large pipeline projects. pp. 30–49
