ABSTRACT. This paper begins with Popper’s appeal to Pericles of Athens as a motif and justification for the concept of the open society. The paper then follows up the reference to open government and its new life with the Internet to posit an interpretation of “globalism as openness” with a range of overlapping meanings. In this light the paper takes up the description of liberal internationalism as openness as a basis for world order, before canvassing the notion of global systems history as an appropriate approach. pp. 112–126
